After you complete your SPM, you
have to study a pre-university programme before you can study a degree
course in any university, whether local or overseas. There are many
pre-university programmes available in Malaysia, such as STPM, A Level,
Matriculation, IB, CPU, SAM, Foundation and others. It is not possible
to get into any degree course directly after SPM. While some students go
straight into universities after SPM, they still have to study a
pre-university programme such as Foundation at that university before

There are many different types of
the JPA scholarship, which includes Program Penajaan 9A+ (P9A+ /
PC9A), Program Bursary (BURS1), Penajaan Lepasan Bursary (BURS), Program
Ijazah Dalam Negara (PIDN), Program Penajaan Nasional (PPN), Program
Khas Jepun, Korea, Perancis dan Jerman (JKPJ), Program Dermasiswa B40
(DMSW) and Program Khas JPA-MARA (PKJM).
Depending on the type, the JPA scholarship may sponsor for pre-university programmes, degree courses in universities, or both.
(A) Program Penajaan 9A+ (P9A+ / PC9A):

(A) Program Penajaan 9A+ (P9A+ / PC9A):
NOTICE: This scholarship replaces the Program Bursary (see part B) which was offered in 2016. Unlike the Program Bursary, this scholarship only sponsors for STPM, Matriculation and Foundation programmes but not A Level or IB. Initially, it was planned that only the SPM 2016 students who obtained straight A+ in SPM would be offered this scholarship. Later, the plan is changed so that all SPM 2016 students who obtained 9A+ or above will be offered this scholarship.
This scholarship is for all SPM 2016 students who obtained 9A+ or above in SPM. (Students who are successfully offered and accepted the Program Penajaan Nasional will no longer be offered this scholarship.) It sponsors for local pre-university programmes which only include STPM, Matriculation and Foundation. You can choose the pre-university programme you want to study, as long as you are able to get the offer to study it.
After you have completed the pre-university programme under this scholarship, you will be sponsored for your degree course if you meet the requirements. This scholarship sponsors for degree courses at selected local universities only. It also does not sponsor for twinning or credit transfer programmes with overseas universities. Only degree courses and universities that are in the list for this scholarship are sponsored. You can choose any course and university in the list, as long as you are able to get the offer to study the course at the university.
This scholarship sponsors for the tuition fees of the pre-university programme and degree course in full. You will also be given a monthly allowance. It will not sponsor for your accommodation specifically, instead you are expected to use part of the monthly allowance to pay for the accommodation. This scholarship will start sponsoring when you begin the pre-university programme and this will continue until you complete the degree course. It is guaranteed that every student who meets all the requirements will be offered this scholarship. There is no selection process for this scholarship, so you do not need to attend any interviews. If you meet the requirements, you will still need to follow the procedures to register for this scholarship in order to be offered it.

The requirements to be sponsored by the Program Penajaan 9A+ for pre-university programme:
1. You must have taken the SPM in 2016.
2. You have to obtain grade A+ in 9 or more subjects for SPM. Any subject will be considered. This requirement remains the same regardless of how many subjects you take in SPM.
3. You must not have retaken the SPM.
4. You have to get an offer to study a pre-university programme that is in the list for this scholarship.
5. You must be a citizen of Malaysia.
The requirements to be sponsored by the Program Penajaan 9A+ for degree course:
1. You must be sponsored by the Program Penajaan 9A+ for your pre-university programme.
2. You have to obtain one of the following results:
STPM: CGPA of 3.50
Matriculation / Foundation: CGPA of 3.75
In all cases, you must not have obtained grade C (or its equivalent) or lower in any subject.
3. You have to get an unconditional offer to study a degree course that is in the list for this scholarship.
4. You must have a full SPM certificate with minimum grade C in Bahasa Melayu.
5. You must be a citizen of Malaysia.
This scholarship is open for registration on 3 April 2017 and the registration will close on 22 May 2017.
The procedure to register for the Program Penajaan 9A+ for pre-university programme:
1. Get an offer to study a pre-university programme that is in the list for this scholarship. For Foundation, you have to submit an application to the college. Visit the college's website for details on the application process. For STPM or Matriculation, you have to wait until the offer is out somewhere in April or May, then accept the offer. (If you fail to get the offer to study Matriculation, then you have to choose Foundation or STPM instead.)
2. Go to the website for this scholarship: http://esilav2.jpa.gov.my/online_progs/epermohonan/index.php?program=PC9A
3. Select 'Daftar' and follow the instructions to create a new account.
4. Log into the account that you created. Then, follow the instructions and fill in all the required information.
5. Complete the registration and download the 'Slip Permohonan'.
6. Submit the offer letter from your pre-university college, the 'Slip Permohonan' and a copy of your identity card to JPA through post or by going to the JPA headquarters in Putrajaya.
7. When you have been offered this scholarship, JPA will inform you about that. (JPA may send you an e-mail which states that ePenawaran has been activated. You should also check the Spam folder of your mailbox regularly because the e-mail from JPA may be marked as spam.)
8. Go to this website: http://esilav2.jpa.gov.my/online_progs/epenawaran/?noTheme=1
9. Log in using your IC number and the same password that you used during Step 4 earlier.
10. By following the instructions, accept this scholarship, then fill in the required information. After that, you have to download and print out several documents such as the offer letter and contract which are available on the website.
11. Fill up the documents according to the instructions.
12. Submit the documents to JPA through post or by going to the JPA headquarters in Putrajaya.
13. You should submit a copy of the JPA Scholarship offer letter that you got during step 10 to your pre-university college. You are all done.

(B) Program Bursary (BURS1):
Not to be confused with Program Lepasan Bursary (see part C).
NOTICE: This scholarship replaced the KPM Bursary which was offered from 2012 to 2015. Unlike the KPM Bursary, this scholarship is provided by JPA instead of the Ministry of Education. Initially, it was planned that only the best 250 among the SPM 2015 students who obtained 9A+ or above in SPM would be offered this scholarship. Later, the plan was changed so that all SPM 2015 students who obtained 9A+ or above would be offered this scholarship. In 2017, this scholarship is replaced by the Program Penajaan 9A+ (see part A).
This scholarship is for all SPM 2015 students who obtained 9A+ or above in SPM. (Students who are successfully offered and accepted the Program Penajaan Nasional will no longer be offered this scholarship.) It sponsors for local pre-university programmes which include A Level, IB, STPM, STAM, Matriculation and Foundation. Only colleges that are in the list for this scholarship are sponsored. You can choose any pre-university programme and college in the list, as long as you are able to get the offer to study the programme at the college.

(For A Level, some colleges offer
the option to choose between 18 months programme and 24 months
programme. You can choose either one, and this scholarship will sponsor
throughout the duration of your A Level programme. Besides, it is
possible that you have began your A Level earlier in January before your
SPM results is released. In that case, you can choose to either remain
in the January intake or switch to the July intake. However, if you
choose to remain in the January intake, this scholarship will only start
sponsoring from July until you complete your A Level programme, and any
tuition fees before July will not be sponsored.)
(For degree courses at some local private universities, you may have applied to them before the final results of your pre-university programme is released using your forecast results, and got a conditional offer from them. The university may require you to pay a deposit before your final results is released, and it is likely that they will not waive the deposit payment until you have completed the registration for this scholarship. However, it is not possible to complete registration for this scholarship if your final results is not yet released. If you are in this situation and you do not want to pay the deposit yourself, you can get a JPA scholarship conditional offer letter (TFA) from JPA. You can get up to 2 TFA for 2 different universities, and you can still switch to other universities after your final results is released if you wish. To get the TFA, you should submit the forecast results of your pre-university programme, the conditional offer letter from your university and a copy of your identity card to JPA through post or by going to the JPA headquarters in Putrajaya. Then, submit the TFA to your university and they will waive the deposit payment. After your final results is released and you get the unconditional offer from your university, you will still need to follow the usual procedures to register for this scholarship.)

NOTICE: Previously before 2016, this scholarship sponsored for both local and overseas universities. On 11 January 2016, this scholarship was suspended temporarily, so it was not possible to register for it. On 28 January 2016, it was announced that this scholarship will be resumed, but unlike in the past, it will only sponsor for local universities but not overseas universities. Students who are already offered this scholarship for overseas university before it was suspended are not affected in any way. On 10 February 2016, the registration for this scholarship was reopened. On 5 April 2016, it was announced that all SPM 2011-2014 students sponsored by the KPM Bursary qualify for this scholarship.
This scholarship is for all SPM
2011-2014 students who were sponsored by the KPM Bursary and have
completed the pre-university programme. Currently, this scholarship
sponsors for degree courses at selected local universities only. It also
does not sponsor for twinning or credit transfer programmes with
overseas universities. Only degree courses and universities that are in
the list for this scholarship are sponsored. You can choose any course
and university in the list, as long as you are able to get the offer to
study the course at the university.
This
scholarship sponsors for the tuition fees of the degree course in full.
You will also be given a monthly allowance, where its amount depends on
the course and university you choose. It will not sponsor for your
accommodation specifically, instead you are expected to use part of the
monthly allowance to pay for the accommodation. This scholarship will
start sponsoring when you begin the degree course in university and this
will continue until you complete the degree course. It is guaranteed
that every student who meets all the requirements will be offered this
scholarship. There is no selection process for this scholarship, so you
do not need to attend any interviews. If
you meet the requirements, you will still need to follow the procedures
to register for this scholarship in order to be offered it.
(For some local private universities, you may have applied to them before the final results of your pre-university programme is released using your forecast results, and got a conditional offer from them. The university may require you to pay a deposit before your final results is released, and it is likely that they will not waive the deposit payment until you have completed the registration for this scholarship. However, it is not possible to complete registration for this scholarship if your final results is not yet released. NOTICE: Previously before 2012, this scholarship was for students who had completed SPM and it sponsored for pre-university programmes and degree courses at local universities. In 2012, it was announced that this scholarship would only be offered to students who had completed a pre-university programme and were not sponsored by the KPM Bursary and that it would sponsor for degree courses at local public universities and several local private universities, starting from 2014. However in 2014, the plan was changed so for local private universities, this scholarship would only sponsor for those with the status of GLC but not any others. In 2015, there was a further change so this scholarship would primarily be for students who have started studying a degree course rather than students who have just completed a pre-university programme.
This scholarship is for 7000 students who were not sponsored by the KPM Bursary or any other JPA scholarship and are currently studying or have received an unconditional offer to study a degree course at a local university. (Students who were sponsored by the KPM Bursary should register for the Program Lepasan Bursary instead.) This scholarship sponsors for degree courses at selected local universities only. (E) Program Penajaan Nasional (PPN):
NOTICE: Previously before 2016, this scholarship was known as Program Biasiswa Nasional and was offered to all the top 50 students in Malaysia based on the SPM results.
This scholarship is only open for

(G) Program Dermasiswa B40 (DMSW):
This scholarship is for 1000 students from families with household income in the lower 40% who have completed the SPM. It sponsors for diploma and professional certificate programmes at local universities. You can choose the programme you want to study.
This scholarship will sponsor for the tuition fees of the programme in full. You will also be given a monthly allowance. It will not sponsor for your accommodation specifically, instead you are expected to use part of the monthly allowance to pay for the accommodation. It will start sponsoring when you begin the programme and this will continue until you complete the programme. There is no guarantee that students who meet all the requirements will be offered this scholarship. Students will have to undergo selection process, which may involve attending interviews. Only the best 1000 students among them will be offered this scholarship.
The requirements to apply for the Program Dermasiswa B40:
1. The monthly household income of your family have to be lower than RM6540.
2. You must have taken the SPM in 2015.
3. You have to obtain grade C in Bahasa Melayu and Sejarah in SPM.
4. You have to obtain grade B in 4 other subjects in SPM.
5. You must be a citizen of Malaysia.

(H) Program Khas JPA-MARA (PKJM):
This scholarship is for Bumiputra students who have completed the SPM. It sponsors for Engineering, Science & Technology, Social Science, Accounting, Economics, Finance and Actuarial Science courses at selected universities in Japan and New Zealand. You can choose the course you want to study. Students who are offered this scholarship will study a pre-university programme locally under the scholarship before starting the degree course.
This scholarship will sponsor for the tuition fees of the degree course in full. You will also be given a monthly allowance. It will not sponsor for your accommodation specifically, instead you are expected to use part of the monthly allowance to pay for the accommodation. It will start sponsoring when you begin the pre-university programme and this will continue until you complete the degree course. There is no guarantee that students who meet all the requirements will be offered this scholarship. Students will have to undergo selection process, which involves attending interviews and the Student Assessment Centre (SAC).

This scholarship would sponsor for both local and overseas universities. However, the plans to introduce this scholarship was cancelled in January 2016. Currently, this scholarship is no longer available.
Program Penajaan Pelajar di Universiti Terkemuka Luar Negara (IVYL):
Previously, this scholarship was for students who were not sponsored by the KPM Bursary and had received an unconditional offer to study a degree course in one of the top 10 overseas universities in the world. This scholarship was offered for the last time in 2015. Currently, this scholarship is no longer available.
Program Ijazah Luar Negara (PILN):
Previously before 2012, this
scholarship was for students who had completed SPM and it sponsored for
pre-university programmes and degree courses at overseas universities.
In 2012, it was announced that this scholarship would only be offered to
students who had completed a pre-university programme and were not
sponsored by the KPM Bursary and that it would sponsor for degree
courses at overseas universities, starting from 2014. However in 2014,
this scholarship was cancelled and replaced by the Program Penajaan
Pelajar di Universiti Terkemuka Luar Negara. Currently, this scholarship is no longer available.
